Villa Rosa - Corfu Town

Post by Chris » Wed Jul 30, 2008 11:51 am

The following article is from the online media "Corfu Today". I thought this story will be of interest to some, and with the thought that this fantastic building will be brought back to life.

Yesterday unanimously by the Nom.Symvoulio conclusion programming contract with the National Technical University of Athens for a study for the redevelopment of such properties for the implementation of project entitled «Pilot Survey of construction documentation and investigation of pathology Mnimeiakou Ktismatos: Villa Rosa, building of the 19 st century in the town of Corfu as an example application ».
Adult Education Mr Tsamadias expressed his intention Ministry to finance half the cost of programming and then to undertake the reconstruction of the building in exchange for using his part for housing for 15 years of continuing adult education centre, which wants to create and Corfu the Ministry of Education. The proposal, however, will be discussed shortly after the completion of the study of Metsoveiou Polytechnic. In its contribution to antinomarchis stated: The decision taken today Prefecture our Council has historical significance and special importance as it relates to a building - a monument, a symbol of Corfu era of the 19 th century, VILLA ROSSA. H VILLA ROSSA started construction in 1864 by Nicholas Aspiotis who had purchased the land. After his death Nikolaou Aspiotis successively inherited from the descendants of the family until the 1997 purchased by the government through the State Property Agency. In late 1999 the Real Estate Company of government grants VILLA ROSSA in the Prefecture of Corfu with specific conditions for the restoration of the building and in early 2000, the concession is accepted over 85 million drachmas. Regarding the use of VILLA ROSSA, the group's proposal of Piraeus Bank in 2003 not successful.

On 22 September 2005 the Real Estate Company of the government to inform the paper that propelled Prefecture recommendation for revocation of the concession decision because it failed to meet conditions concession within the prescribed period of 5 years. After correspondence, however, with KED stoicheiothetithike by Prefecture that have promoted preliminary procedures for the use of the building. However this process until now was not practical. In any case, an element which certainly is important is that the VILLA ROSSA was always the best known and epivlitikotera mansions and the prestige is maintained until today. Unfortunately, the abandonment has led to the situation that we all see today. Outside the wretched image is visible to everyone while the internal situation is much worse for those who know. The tiles and windows are gone, the ground is full of water, mosaics and coats collapse with the sofades, cracks are deep and serious throughout the building, the static of dubious competence, all elaborate wooden structures and stairwells were eroded and sapei and the garden is in conditions of neglect. The situation of this building is critical and threatened daily with collapse. Thus, it is extremely urgent, and I think we all agree on this, VILLA ROSSA be fully restored and used for the benefit of our country. Our conviction is that VILLA ROSSA should be a functional building that any use would allow there to be a daily presence and human life. Only this will not allow continuous years of seeing this tragic picture that we see today. So I think that it's time to do something as Corkyraeans who care about the historical and architectural heritage and for the enhancement of memorials for the benefit of the city and the prefecture. But, we, as the Senior institutional organ of the prefecture, which is now formally and this building and therefore has the responsibility to rescue it - we have a duty to do acts now and let the theories and wishful thinking or inexpensive review. Our responsibility is, we should take and do what we do. The restoration and enhancement of VILLA ROSSA was and remains our prime concern.

I want to inform you that until now our efforts towards this end were ongoing and intensive. We had initially contacts with teachers of the School of Architecture at the National Technical University, a Supreme Educational Research Foundation and of course known prestige and value, which ekthesame problem in all its dimensions and from whom we asked to give us some initial guidelines on how we need to move.
The contacts and effort lasted nearly a year. During this period, step teachers repeatedly came to Athens to Corfu and the autopsy performed in the building-monument for the collection of information necessary to decide on the severity of damage and rehabilitation work and also the period within which To realise the highly necessary these interventions.

It has been our contacts in Athens to promote this issue. From Antinomarchia Planning and the Environment provided all necessary information and data (photos, plans, topographical, historical data) that were required for the completion of the initial case in which documented the need for immediate restoration of the building.

After this process, which I think was a systematic and appropriate manner and with high sense of responsibility, I am happy to inform the House that our proposal after the National Technical University of Athens agreed to undertake a study restoration of the building to building and architectural level and static level of proficiency. This will be achieved with the signing Programming Convention between the prefecture of Corfu and the National Technical University which have already been drawn up and put into the House in the evening meeting.

The text of Programming Convention, which you are attached, are all economic and individual conditions and the timetable for implementation, cost and implementation of the project which will include the delivery of and research work to complete all stages of implementation with the necessary projects will accompany amounted to 164,500 euros including VAT, which will be paid by the Prefecture staggered over four installments. The conventional time completion of the project is 15 months. To not be anedafikoi, xekatharizo that everyone should be aware that before any intervention in the building should have been present these studies. It's a prerequisite for the promotion of rehabilitation and recovery of VILLA ROSSA. That is until now had not been done. I note also that these contacts we have had for a year and aftopsies made by specialists, was deemed so serious pathology of the building and the damage it has suffered the National Technical University of Athens deemed appropriate and necessary to set up special postgraduate research programme for VILLA ROSSA.

Considering then the gravity of the situation of the monument and the need for rescue and recovery, eisigoumai Prefecture Council in approving the programme contract between the Prefecture of Corfu (N.A.K.) and the National Technical University (E.M . P.) to carry out the project entitled: «Pilot research for construction documentation and investigation of pathology monumental building. Η VILLA ROSSA, The VILLA ROSSA, listed building of the 19 st century in the town of Corfu as an example application ».

I do sincerely hope that this project is successful and completed to its former glory. Although this building has stood empty and near derelict for a couple of decades, I can remember visiting the Villa Rosa when I first visited Corfu with the Navy way back in the early 70s. Inside needs to be seen to appreciate its beauty.

Further to the above, the following news story was taken from the online media paper "Corfu Today" dated 17th September.

The Go for the Pilot Search of the Villa Rosa

The next Friday, will start pilot survey on the restoration of Villa Rosa, which has taken upon a decision of the Prefectural Council, the School of Architecture at the National Technical University with the participation of laboratories and building technology Earthquake. For this purpose, will come to Corfu dekamelis group which initially will create a database with detailed representation of the building from where there will be particular elements that would feed into the workshops, and for carrying out the research necessary recognition, understanding and recording the structure of the building.
The capture will start with geometric documentation of the building to be carried out by the method of photogrammetry and for the identification and assessment of damage to the structure, will use a new method of scanning with laser. The antinomarchia Planning and the Environment by antinomarchou Meropis Ydraiou welcomes the initiation and committed to periodically inform the public about the progress of work of the survey.

It would be great to see this lovely building back in its former glory, although it will be used as a centre of academics. Anything is better than destruction.

The following news update is taken from the online media source "Corfu Today", dated 22nd September.

The 13 months in the restoration of the Villa Rosa

In 13 months awaiting final restoration of Villa Rossa, ie after the completion of the pilot survey launched yesterday by surveyors and architects of the Architecture Faculty of Technical University of Athens and laboratories for Building and Earthquake Engineering. The decision to restore the historic building had been recently N.S. As stated today antinomarchis Meropi Ydraiou once the pilot survey and the restoration of the building will consider the proposal had the Education Ministry to install there the institute lifelong learning. Today was a representation which starts with the geometry of the building documentation which will be implemented by the method of photogrammetry and the identification and assessment of damage to the structure where they used a new method of scanning laser. The first phase will last until Tuesday and then the processing of all elements will be in the workshops of the architecture school. "All this work which starts today, is prior to then move to restore the building". If you succeed this collaboration with the Ministry of Education, then the ktiriio be used for this purpose mentioned earlier.
Otherwise, we will look into any proposals that have to do with culture and education "Mrs Ydraiou. After a pointed question that the use of the building, has been Prefecture by the State Real Estate Company, with a concession for an indefinite period by limiting its use be limited to a cultural and educational purposes. This time, falling behind even a single dose to the building to pass the property in the prefecture.

Another step closer to bringing this fantastic building back to its former glory, all be it a school of learning.

Hi Gill, I have not heard no more other than what is already written above. Although I do keep my eyes and ears open for any further news. From what I can gather, the matter is still moving ahead for a full restoration of the building to its former glory, but news of progress is thin on the ground at this time. I will endeavour to find out more news, and get back to you and the forum.

Villa Rosa was sold by the Aspioti family to the municipality, but Marie Aspioti continued to live in the house until her death in the early 21st century.

The house needed a lot of work done both internally ane externally and Marie's hope was that it would become a centre for adult learning.

Apart from (rather reluctantly apparently) shoring up the outside and putting a security light little seems to have been done, and local opinion is that the authorities hope it will fall down so they have an excuse to move in and develop this valuable real estate site.

It is a much loved local landmark and the municipality have neglected their responsibilitiesd there shamefully- however being fair it may be that repairs are just too costly at this cash strapped time

I ALSO KNOW VILLA ROSA QUITE WELL AND MARIE ASPIOTI WHO LIVED THERE WAS A WONDERFUL, KNOWLEDGEABLE LADY.
I PASSED VILLA ROSA IN AUGUST AND IT WAS A VERY SAD SIGHT INDEED; COMPLETELY FALLING APART AND JAN SAID IT ALL.
